The DC Public School System
It's pretty well known that DC spends more, per student, than any other state, while getting the worst results in the country. So you have to wonder why. The Washington, D.C. "City Paper" gives us a fine look into the DC public school system here:

We learn of DC high school principal Daniel Hudson, fired after one year for making unreasonable requests of the system... like wanting the students to actually have class schedules, and wanting the teachers to actually show up on time.
