Washington DC Subsidizing Private Car Rental Firms at Public Expense

Washington DC is in the process of turning over 250+ public parking spaces for the exclusive use of private rental firms without compensation:

The added difficulty in finding parking, due to 250 fewer spaces, won't be a problem for the DC Council. They granted themselves immunity from parking laws. I wonder if anyone over at the IRS is willing to check if any DC Council member has declared the value of this free parking benefit on their taxes?
